Ainitech operates and manages the dormitories. The Enhanced Supplementary Labour Scheme (ESLS) requires employers to house imported workers to a set standard; we handle it end to end — location, fit-out, compliance paperwork, repairs and inspection readiness — from just a headcount and a workplace.

We source ESLS-standard units across Hong Kong and match the location to the workplace.

Compliance
Labour Department ESLS accommodation requirements
Under the Enhanced Supplementary Labour Scheme, employers must provide imported workers with accommodation that meets set standards. These are the main requirements a dormitory has to satisfy.
- 3.4 m²Minimum net floor area per personEach worker must have no less than 3.4 square metres of net usable floor area.
- 6 bedsMaximum beds per bedroomNo bedroom may hold more than 6 beds, keeping occupancy density reasonable.
- 20%Accommodation deduction capDeductions for accommodation may not exceed 20% of wages or the actual cost, whichever is lower (for approvals in principle from 16 June 2026; 10% for earlier approvals).
- SeparateLiving arrangementsBedrooms separate from the living room, with adequate cooking, washing and storage facilities, kept clean and hygienic.

What employers ask us most
QHow do I arrange compliant accommodation for imported workers?
Contact Ainitech. We help with site selection, fit-out and all the formalities so the dormitory meets the Labour Department’s ESLS standard — handled end to end.
QHow is the accommodation charge deducted from wages?
Yes, within a cap: accommodation deductions may not exceed 20% of wages or the actual cost, whichever is lower (10% for applications approved in principle before 16 June 2026). We provide calculation guidance and a deduction-agreement template.
QWill the Labour Department inspect the dormitory?
Yes — Labour Department officers inspect without fixed notice. All Ainitech dormitories meet the minimum living area and other requirements, and we remind you and help you prepare before inspections.
QCan workers be housed near their workplace?
Ainitech has 50+ dormitory units across Hong Kong, so employers can choose the most convenient location for the workplace and the workers, in Kowloon, Hong Kong Island or the New Territories.
QWhich districts are the dormitories in?
There are currently 52 units in 28 districts: 10 on Hong Kong Island (Sai Wan, Wan Chai, Sai Wan Ho, Shau Kei Wan), 22 in Kowloon (including Kwun Tong, To Kwa Wan, Sham Shui Po and Jordan) and 20 in the New Territories (including Tsuen Wan, Sha Tin, Tuen Mun and Yuen Long).
